President Barack Obama would attend the summit at the end of the December 7-18 meeting to agree deep cuts in greenhouse gas emissions for the rich by 2020 and raise billions of dollars for the poor in aid.

Brown calls for $10 billion climate fund

British Prime Minister Gordon Brown called for the creation of a $10 billion fund as Commonwealth leaders met to try to build momentum for an agreement in global climate talks in Copenhagen next month. Under Brown's proposal, funds could be made available to poor countries as early as next year, well before any new climate deal takes effect.
